In my own interpretation, it's about being a friend that one can count on in anything. Through good times and bad times.
However, I believe nowadays friends can't be by your side through ups and downs in life. Because not all are friends live nearby and most friends we have in life are living far away or living in a different place.
The best solution to have a friend like this, who can be by your side through ups and downs. You better live with this person or be their companion or partner in life.

For me, count on me nothing is more valuable than having someone beside us. Someone that we can cry on, somehow can divert us from thinking too much problem and someone that will make us realize.
