This song is about a small man who wants to eat. He has money for only One Meat Ball.
I think the song is about the social position of people which cant afford much. Maybe he means homeless people. In the restaurant the waiter says "You get no bread with your one meatball". This shows the capitalistic and heartless attitude of most people today. Instead of helping the little man he gets discriminated.
