This song is about THE Governator: Arnold Schwarzenegger. As Green Day is a political (liberal) band, they express negative views about Mr. Governator. It contains various references to Terminator, including "it makes great television watching the world burn" and the all-famous "I'll be back." It expresses Schwarzenegger as an overall evil, selfish, terminator-like politician.
