    The title says it all..
    It is about people smuggling in immigrants to this country!

    First off...the album "Lover's Requiem" is just a big story...according to steven, it's a story of how two lovers die, the man goes to hell, while the woman goes to heaven...the man loves the woman so much, he starts a war between Heaven and Hell in order to see his lover...

    this song I think is the actual battle between heaven and hell

    "So kiss the girl
    Let the games begin with broken arrows"

    I'm not sure if this line is literal but I think when heaven and hell finally meet for war, he kisses the woman he loves, as the war between heaven and hell begin.

    "Die by the sword
    And the milions have taken away this reward"

    Pretty much how he'll 'kill' anyone who gets in the way of seeing this mans lover

    anyway that's just my interpretation
