This is tied to a old slang term paper tiger. Paper meaning "fake" so in the song she is simply saying she doesn't want someone who is pretending to be gangsta (cool). "Than someone just as real, as fabulous" She wants someone real not someone trying to be popular/cool. "won't sign no monkey papers, I don't do funny business, not interested in fakers" She doesn't want to be apart of this guys life because he's just a faker.

Basically it's about a lover who wouldn't sell her out for anything.
It could be about her being dropped from Def Jam Records.
I think it's about people who love her and date her for money and fame.
The word 'paper' in paper gangsta indicates money.
She says ' don't want no paper gangsta. ' A gangster is usually 'cool.' So she doesn't want a lover who is dating her for money and trying to be cool by dating her.

I think actually this is about her being dropped from def jam records, disguised as a love song. The BIG tell tale sign is the lyric
"Sometimes I felt so def in the jam"
How she signed up with them, how she felt cheated by them when they dropped her, but also that they werent "real" to her.
