It Means That He Is Buying His Clothes For $20 Or Less, When Other Rappers, Like Eminem, Bought Suits For Like $1,000. Then He Gets It Almost New For $20. Yay!!

Hookers don't care where you get your clothes as long as you got more $$$ for them. It's all good.

This song is about going into a thrift shop and buying unwanted clothes, blankets, broken keyboards, sports equipment, etc, from a thrift shop.
It can be about "one man's trash is another man's pleasure", or just that you don't need to wear a flashy outfit when you can buy a cheap one for 20 dollars at a thrift shop.
