Methinks its about the day of Pentecost, which would possibly fit in with the quasi-spiritual and vaguely Christian symbolism on New Gold Dream and elsewhere in the band's catalog.
The lyrics and exuberant tone of the song--to me, anyway--represent an '80s interpretation of the event early on in the Book of Acts.
