You’re wasting your time
The more you ignore me

I am now
A central part
Of your mind’s landscape

I took it to mean he was seeing it from a tedious fan's perspective. One of those deluded souls who believe if they just persist long enough the object of thier affections will see the light - no matter how clear they have made it they are not interested

I was always told this was about the rift between Morrissey/Marr and Andy Rourke/Mike Joyce. The rift occured when Rourke/Joyce found they were being pushed out of the decision making and direction of the band, and not receiving equal payments. Morrissey/Marr were taken to the High Court, lost and had to pay outstanding royalties. A simple message, keep looking over your shoulder, you may not see me, but I'll always be there! This is why there will never be an, Oh so fashionable reunion of one of the most influential bands of the 80's.

Sounds like a stalker or a person obsessed with someone who doesn't know he exists. Stalkers are delusional and they believe that the stalkee reciprocates the same love and desire they feel when in actuality, that person may not even know his stalker exists. In the verse "beware, I bare more grudges than lonely high court judges" may be the stalker's warning that should that person 'betray' his love then she will suffer his wrath.
