    The main theme of this song seems to be the conflict between humanity's conscious and unconscious minds.

    The filthy scarecrow being our central nervous system. Which, if you have ever looked at it, is quite the jumbled pile of things.

    The statement is about questioning free will itself, being that our unconscious mind seems to always be ahead of the part we're personally using.
