"The Argentines collapse in defeat" - Refers to the Falkland War fought by Argentina and the United Kingdoms in 1982. Argentina lost the Falkland Islands to the British as their army was smaller and not as well-trained as the British.
"The admiralty surveys the remnants of the fleet" - The government at the time is a military junta. Also refers to the loss of naval ships in Argentina's smaller naval fleet in comparison to Britain's navy.
"The ground beneath their feet is a nautically-mapped sheet
As thin as paper while it slips away from view" - In 1983 the military council government is replaced by a democratically elected republic
