    I think this song is the story ofthe decline and fall of the(Western) Roman Empire by someone living through it.

    'Everybody always seems to talk about
    The light of the hills on fire'

    This seems to be talking about fear of the barbarians sacking (invading, looting, burning etc.) Rome, the 'hills' being the legendary 7 hills of Rome.


    'Create a hype and then turn it around
    You turn me to conspire'

    This part of the song may have come from Edward Gibbon's 'The Decline and Fall of the Roman Empire' in which he cites Christianity as a factor in the collapse of the Western Roman Empire, as people became less concerned with life and more with the the after-life. The 'hype' may mean Christianity, the state religion of Rome at the time after the conversion of Constantine and the action of Emperor Theodosius against Pagans, and the rewards of heaven, yet they 'turn it around' and say that Rome is endangered and despite being worldly, must be defended. 'You turn me to conspire' possibly towards paganism.


    'What to do, who to see?
    I can tell a joke but this one’s on me'

    Who should the person believe in? The 'joke' being that of conquest which established Rome's Empire in the first place, now Rome is close to being conquered.

    'And now I’m falling down, falling out
    Falling backwards far behind you'

    The collapse of Rome led to the so-called 'Dark Ages', a time where Europe was 'far behind' the East, such as the Eastern Roman Empire, which is known to history as the Byzantine Empire, though it would carry on the Roman Empire until 1453, whilst the West was 'falling down, falling out'.

    'Don’t go, don’t be tired
    You give a world then you set it on fire'

    Don't give up! You've been able to do it to the rest of the world, now you can defeat them!

    'All forgiven in the end, maybe we run
    Or maybe we stay and defend'

    God will forgive you, so you can either take the brave option or leave him(Rome).

    'Now everybody always seems to talk about
    The sun setting in the west'

    The West no longer rules, it is dark in the West, the 'sun' has set, now it's time for the Dark Ages.

    'Do we give up, just enjoy the light
    And say we did our best?'

    Maybe there's nothing they can do, so they should give up. When we see God we'll 'say we did our best' and 'enjoy the light' of heaven.

    'What to do, who to see?
    When we both know that we can’t agree'

    They know they can't make terms with them, they are civilised and Christiam whereas their opponents are babrarians.
