This song is about whether or not we can trust our leaders and how they'll have their own agenda.

These people are torn' - meaning how they will say one thing, but are really torn between their integrity and their own ambition.

This song is about how we need to do things to keep our government in check. This is an example of how bad things will if we lose our rights such as that of the press and speech.
"Whatever they say, these people are torn"-this is saying that we can't trust politicians and leaders because they will bring our downfall. He is saying it is better to protest,commit treason (joining forces underground), and assassinate corrupt politicians than live as their slaves.
