The Wall is about the narrator dealing with the fallout of many childhood traumas and abuses, not the least of which (if not what started it) was his father leaving to fight in WWII. It represented (for Britain) the disappearance of an entire generation, and the permanent damage of the next.

I would say this song has to do with the fact that UK was starting at the time war with Argentina (which Waters covers again in "Not now Jhon"). Bring the boys back home from war.
