    It is most likely about Robespierre who was one of the leading Jacobites in the French Revolution and was behind all these beheading including that of Marie Antoinette. He was beheaded himself the very next year after his Reign of Terror.

    Obviously refers to Marie Antoinette who was executed by guillotine at the height of the French Revolution in 1793 for the crime of treason.

    If you listen to the lyrics, it can be seen that it's about the invention of the guillotine, and how many people got beheaded around that time.
