    What I get just from the phrase itself is .... like covert agents "make" another agent, i.e. blows their cover. And it's reciprocated, so "Who made who" first?

    Who Made Who is about plans for world domination by alien scientists using their superior technologies. We came to know these aliens as "Who." They are evil and intend harm.

    Technologies such as the capability to install an asteroid with components to modify its tail into a beacon for possessing technology all around the globe.

    The Who cloning technology is most likely for enslaving the healthier humans to work for the Who's entire race. Since the machines need energy, and machines cannot feed themselves, the Who force the humans to do their will. And if they don't, they will wiped off the earth.
