Basically this song is saying we need to make the world a better place for the children because, they are the future. The fact Michael shortly after this song made the Heal the World Foundation to help children and stuff makes it seem it is about just helping children. After all the song says "there are people dying if you care enough for the living make a better place for you and for me" it really is saying you got to help people in general to at least start to make a better world.
