   My interpretation is that a female political activist that caused an uproar in an ostentageous and infamous fashion in 2005 was referred to as "the wicked witch of the West" as she was living in the Southwestern US, and unceremoniously targeted certain hypocritical politians: senators, congresspeople et. who had claimed to be fighting for saving the wild horses of the Southwest, but were in fact doubletalking and conspired and accepted bribes to kill the horses and pocket profit by means of the Gov't rounding them up and sending them to slaughter. These politicians were publicly exposed leading to several loosing their careers and their reputations. Turns out she did just do it by shakin' their hands, making them think that they could 'trust' her by telling her things that she told other honorable politicians who exposed their dirty deeds and bad intentions. Turns out she really was a witch, of sorts, but not a practicing one. Chad Kroeger should really ditch the jaded apathy that he's wearing these (2018) days, it doesn't really suit him. Otherwise, most of Nickelback's songs are some of the best around. Signed, Wicked Witch Of The Midwest.

   Given the timeframe when this song came out, and the idea that politicians essentially build a career on handshakes, I have always thought it was at least referring in passing to Alaska Governor Sarah Palin! It could, of course, refer to just about any female politician or celebrity, but Palin just came to prominence at EXACTLY the right time. Yeah...SHE didn't get there just by SHAKING HANDS, IMHO!
