It's a song about a distrubingly narcisstic individual with the power to destroy the world. The rhetorical question being that 'are you less than?' refers to the powerful individual's inabilty to fill the void of their being, no matter what they do or how much they annihilate. They will continue doing so, because it won't fix what is wrong inside.
The clue is also in the title of the video which is Polybius, a fictional game that the state used for mind control. Much like what was speculated to have been involved in a certain election of a cretinous individual with a deeply damaged disorder of the mind.
