    I think the song is about a guy who is a play boy 'if you tear her world apart you have no regret if there is a key to your heart no one has found it yet' meaning he doesn't fall in love rather he breaks her heart... 'you've been riding this horse a long time I've had my eye on you all night,I'm gonna find a way to make you mine' she's goingto find a way to make him fallin love with her even though she knows he is a player 'your an outlaw your an outlaw ,your an outlaw running from love' he finally falls in love with her and he doesn't like it so he's trying to run away from that love

    I think outlaw means that a boy someone likes keeps on running away from her. TO her, that is a crime and the guy is just plainly behaving like an outlaw. SO, the girl is going to find a way to get him to her even if the guy has to break up with his formal girlfriend because she knows he has no regrets.
