It lowkey sounds like it's about having blue balls.
Think about it:
"You get me up to let me down
One too many times to count"
She's getting him(his dick) up and not finishing him off.
"Make it tough to get it out

She comes and then leaves him without finishing him when he's ready.

Blue is most definitely about a toxic relationship. Its just so clear by the lyrics that the singer’s talking about someone that leads him on, treats them poorly and then leaves everytime hes ready to commit.
And it happens repeatedly.

And also they leave him everytime he’s ready to commit to them.
“Soon as i reach the beginning is when you reach the end”
